Checklist:
1. If you have an idea for a site great. If not use a keyword tool to find a potential niche.
2. If you already know how to design a website you don't need this. If not, do not try to reinvent the wheel. You can build a free site on weebly by simply dragging and dropping items into your page. All very painless. You could purchase a barebones site and play around with the code to learn or have someone build it to spec for you on one of the many freelance sites availble. If you compare the cost of buying HTML software and the time spent learning to design and code you will come out way ahead.
2. Host your site.
3. Generate traffic to your site. This will hopefully bring people who will subscribe to your list, feed, and/or community and bring in future revenue.
4. List your site for sale and repeat.
